The management of the Santa Ana Fire Department has observed marked differences in performance levels from it's fire companies. The areas of concern are; inconsistent performance standards between platoons, ineffective company level training programs, divergence from department policies, and an apparent lack of understanding of the Department's Mission Statement. Most of these problems can be traced to the organization's inability to clearly define the goals and objectives in terms of the day-to-day company activities.
